Why a top tear of 11 teams?

Surely 10 or 12 teams make a league? Not odd numbers.

So they finish 7th in the 3rd Tier then get promoted 2 divisions and Sunderland who finish mid table in the top divsion drop 2 divisions .. Women's football, you got to love it
